Description
The NTB Chief is responsible for providing strategic direction and leadership for the Network Technology Branch to include support of:
- Networking
- Metropolitan Area Networks (MAN) Management
- Wide Area Network (WAN) Management
- Local Area Network (LAN) Management
- Video Streaming Services
- Directory Services
- Telecommunications support to include voice systems
The position supervises a highly technical staff of infrastructure technology, networking, communications specialists, and project managers.
This position is responsible for:
- Supporting 16,000 domestic and international customers who use CDC’s networking/telecommunications, email, and directory services, and security architecture.
- Setting programmatic goals and providing leadership in budget performance integration activities for the branch.
- Evaluating requirements for additional resources and balancing branch needs with overall IT infrastructure mission requirements.
- Developing a vision for innovative approaches to solving challenges in the area of: infrastructure security, LAN/ WAN/MAN services, telecommunications services, and email services through government staff and contracts.
- Leading and structuring the branch organization to optimize use of resources and maximize efficiency and effectiveness.
- Initiating and delegating work flow for subordinate units/teams and setting and adjusting short and long term priorities.
- Directing and controlling the planning, execution, tracking, monitoring, and evaluation of branch projects.
- Balancing workload and providing overall direction on a wide range of the ITSO management and technology issues.
THE IDEAL CANDIDATE
The ideal candidate is one who possesses extensive knowledge of technology infrastructure strategies, principles and functions which include; planning, operations, human relations, and project management. They will have independent decision-making skills, involving problem solving and/or assignments of a complex nature.
The ideal candidate will be skilled in creating and implementing effective inter-branch and intra-agency partnerships; experience evaluating and comprehending complex technical guidelines, policy, and procedures; communicating technical concepts and policies to agency leadership effectively, exhibiting expert written and verbal communication; speaking effectively in front of large and small groups; creating and managing large-scale budgets; managing and working with technology professionals; building teamwork among technical and non-technical staff; and experience managing enterprise infrastructure growth and forecasting.

EDUCATION & EXPERIENCE
Candidates should have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. However, you can substitute these degrees with equivalent IT related experience; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification).
Positions require one year of specialized experience as defined below:
An in-depth experience, ability and knowledge in planning, managing, supervising technical, managerial, and project management staff in all six of the following disciplines: (1) local and wide area networks (2) telecommunications (including telephony) e.g. Voice Over Internet Protocol (VOIP) (3) videoconferencing and video streaming; (4) directory services e.g. Microsoft Active Directory, (5) email e.g. Microsoft Exchange and Microsoft Identity Integration Server (MIIS), and (6) systems integration.
