Description

Northrop Grummans Information Systems Sector is seeking an Applications Project Manager to manage a cross functional team in the successful delivery of multiple, simultaneous, small to medium, Web-based application development projects. The Project Manager will have a solid, practical, understanding of software development and project management processes, excellent communication skills and the leadership abilities required to motivate a large team working towards multiple simultaneous goals. The Project Manager must also have effective facilitation skills, and be able to manage and balance the multiple objectives and expectations of direct and indirect customers. The Project Manager will have supervisory responsibilities for up to 25 direct and indirect staff, including career counseling and performance reviews. The project manager will work with the team to: * Ensure that the project leads on the team deliver their assigned projects effectively and efficiently * Define project scope and charters * Develop and maintain product roadmaps as required * Execute standard project management initiation, planning, execution, control and closing processes * Ensure schedule and budget adherence * Identify and resolve issues * Obtain user acceptance of completed products/services. * Provide timely and effective status and financial reporting both to the client and internally * Implement continual process improvement * Communicate effectively with functional and technical staff * Develop and maintain professional and effective client relationships * Drive continual process improvement * Develop and maintain the teams skills * Provide direct supervision and performance management of Northrop Grumman staff * Mentor and guide team members, particularly leads. * Developing and maintaining a professional and effective client relationship * Assist with contract management activities * Assisting with Division of Public Health initiatives Required Skills: * Project management of at least 3 full-lifecycle software development projects * Effective, professional, oral and written communication * Public Health, Healthcare, or related experience * Process improvement * N-tier architecture and Web technologies * Demonstrated initiative, flexibility and creativity to solve complex problems. * Familiarity with use cases, process flows, storyboards and object-oriented analysis and design. * Supervisory responsibilities for multiple staff, including career counseling and performance reviews Additional Desired Skills/Pluses: * Project Management Professional (PMP) certification * Agile Development * Earned Value Management (EVM) * Experience in government contracting environment * Business case development experience * Service oriented architecture * GIS * Financial reporting Educational Requirements: * BS/BA required * 10 plus years of experience in lieu of degree NO RELOCATION
